How a payment voucher workflow should work

A payment voucher is the controlled record that explains why an organisation is paying, who is being paid, how much is due, which evidence supports the payment and who authorised each stage.

1. Prepare the voucher from a valid obligation

The voucher should identify the supplier or payee, amount, purpose, supporting bill or claim, relevant account classification and any organisational dimensions needed for reporting.

2. Validate supporting evidence

Invoices, claims, approvals, delivery evidence and other required documents should be associated with the payment before approval. The system should make missing or incomplete evidence visible.

3. Apply maker-checker approval

Larger organisations commonly separate preparation from approval. Approval should confirm legitimacy, coding, amount and authority rather than simply changing a status from draft to approved.

4. Prepare and authorize the treasury action

An approved voucher may still require Treasury to select the funding source, prepare the payment instruction and obtain independent authorization. This keeps accounting approval distinct from control of cash release.

5. Release and record the payment

The actual release should record the payment method, source account, date and reference. The payment should remain traceable to the voucher and its supporting obligation rather than becoming an isolated bank or cash movement.

6. Preserve posting and audit history

The accounting entry, cash-book effect and workflow history should be linked. Users should be able to determine who prepared, approved, authorized and released the payment without reconstructing the process manually.
