Seven control points that make payroll easier to review.

1. Maintain trusted employee data

Payroll starts with current employment and payroll-relevant records. Changes to salary inputs, bank details, deductions, employment status and other payroll facts should be attributable and reviewed before a run begins.

2. Prepare the payroll run

Bring the employees and approved payroll inputs into the period run, calculate the expected results and surface exceptions before anything is treated as final.

3. Review calculations and exceptions

Finance or payroll staff should review unusual changes, missing data, deductions, loans, negative or unexpected values and other exceptions against the source records.

4. Approve through the organisation's control model

Where responsibilities are separated, the person who prepared payroll should not be the only person authorising it. Approval and authority limits should follow the organisation's governance model.

5. Prepare and authorise payment

A completed calculation is not the same as released money. Payment preparation, authorisation and release can be separated so the organisation retains control over the final cash movement.

6. Issue payslips and retain evidence

Employees need clear payslip outputs while management needs a traceable record of the payroll run, approvals, changes and payment-related evidence.

7. Reconcile payroll with finance

Approved payroll results should be connected to the organisation's accounting and cash records through a governed handoff rather than manually re-created in disconnected spreadsheets.
